I am grappling with the same thing.
I am using Excel spreadsheets as templates, and then colour coding the values as I apply them.
Not great - visually overwhelming, tracking by colouring is clumsy, not multi-user
I used the Course Design Matrix for the tabs on which course planning is done.
On my Quiz design page, I have columns for each level of Bloom's Taxonomy, and questions are entered under the appropriate column, so we can visually see the balance between questions at each level.
I have been toying with the idea of a no-code web app - using a database structure with forms for entry and reports for analysis. This would make data entry a lot more structured, and layer the info so that it doesn't overwhelm.
