you can do this if you put them in a server file repository - see the second option "Selecting an imsmanifest.xml from an unzipped SCORM in a file system repository." in this post:

It does require you to have direct access to your Moodle server so you can upload and manage files within the webroot - there's currently no other way to "share" these files across multiple courses.
You couldn't do it within onedrive or other repo types because you'd run into cross-domain javascript communication issues. The files have to sit on the same domain as your Moodle site.
