After upgrading to 3.8, after adding a Topic - the topic displays funny characters like below. Not sure where the <%1 - %- 0%> etc is coming from. If I add a image or a link url - everything gets garbled up and the image or the link does not show up correctly.

Steps to Reproduce:
1. click on "Add a new topic" under Site Announcements
2. Enter the Subject and type in some text in the Rich Text Editor box. Add a link or an image.
3. Click on "Post to forum"
4. On the forum the display does not show the image or the link but instead has %1 %2 %0 etc.
