There is an alternative point of view, which is that the 'Clear incorrect responses' is actually only relevant to multiple-choice multiple-response questions. Hence, the proper fix for this issue is to change the editing form to disable the 'Clear incorrect responses' options if single-response is chosen.

I know it's an old tracker and the topic has already been discussed, but no one answered Tim's question above. Here is what I think:
I don't see the alternative point of view. If someone does not want to clear the incorrect answer, all he should have to do is unselect the option. But why impose this choice on everyone? I do not think this is a proper fix for this issue. It could be bad programming as often the case when developers impose choices (especially when they are not even good choices).
Anyway, this is only my opinion.
