I don't have a solution, but I'm getting the same error and would also like to know what to do in that case.
I'm upgrading from Moodle 3.4 to 3.8, running on Postgres.

Actually, I do have a solution 
I've just seen that discussion, where Adam reports the same issue in Moodle 3.7.
I've used the patch that Mike mentions there and I've applied it to the 3.8 questionnaire file (classes/question/rate.php) and it worked

Hi, I re-installed Questionnaire, but I do not find its path in moodle to change the file classes/question/rate.php.
What is its path in moodle hierarchy?

Found the plugin in moodle/mod, but could not find the directory classes/question with the rate.php file. (??)
I then downloaded the plugin on my computer and in the .zip file I found the classes/questioin/rate.php.
So I installed the plugin in Moodle from this .zip file and finally I found the rate.php file, changed it and now it works.
It means that when installing directly from Moodle plugin directory, it picks an older version. (!?)

I'm not sure about that?
But you can always check the version document that will be included in the plugin.
However, you have now learned how to take a patch and apply it, albeit manually, which is a great Moodle administrator skill to have!

I have released 3.7.4. This fixes this problem among others.
