I have a quick question: does Moodle have the ability to capture and export the individual answers for each interaction of a scorm developed in storyline 360?

The answer is not quick at all...
I can't say definitively for storyline as I don't use it...but there is a reports feature (interactions report) which shows student answers without any context--just this is their answer. And then specific attempts have a track details option, which, when opened, can show the history of question attempts. Unfortunately, if you allow students to go back to the beginning and re-submit answers, it will remember all of them and your report grows to unreasonable size.
In theory, you could get this data out of the mdl_scorm_scoes_track table in the background database...but you'd be digging through a horror show of data that lacks human readable context...

I agree with Melanie. It seems in general quite difficult to have a meticulous report from the interactions of a SCORM material.
