Hello,

We have installed the third party H5P plugin in Moodle 3.8 so that we can create content right from Moodle interface.

Now how does the H5P activities created can be intergrated with the new Atto feature allowing import of H5P content?

your question is very interesting. We're considering installing the plugin your comment and knowing about its functionality is important for me. I've realized that the H5P forums are more active than this one. You can try to post your question there.

The H5P plugin has more functionality than the Moodle core functions introduced in Moodle 3.8.
At the moment, with clients who have been using H5P plugin with Moodle 3.6 and 3.7, we will still be using the plugin with Moodle 3.8 - and may we disable the lesser core features for now to avoid confusion.
For NEW clients using Moodle 3.8 as their starting point, it makes sense to use the core Moodle module of course.

Can you elaborate on that? Can we have a full list of those H5P functions that are present in the plugin and missing in Moodle core?

What is the rationale for this disparity?

At least, Moodle 3.8 doesn't allow teacher to directly create H5P content from Moodle.

Absolutely.
Joseph, H5P is much bigger and wider than Moodle - unlike many (but not all) plugins for Moodle that are more usually 'extensions' of Moodle functionality.
One can think of Moodle 3,8 as "enabling H5P to be added and displayed" nicely - but as Séverin says, it doesn't provide a way to create content.
That is on the Moodle Roadmap, but it's not trivial.
Personally, given H5P.com SaaS (paid service), and the H5P Moodle plugin that works well, I wonder whether it's actually necessary to 'integrate' H5P into Moodle core.
The whole philosophy of Moodle has been to enable others systems via API's etc. We've never integrated a video-conference system, and external repositories, rather than a sophisticated internal system.
On the other hand, Moodle has not introduced any new content type in years - when were Book and Feedback released?
The attraction of H5P within Moodle (via whatever method) is that ordinary teachers get a massive increase in the type of content and activities they can easily add to courses.
