Including your considerations into the improvement we should take care that the forced settings from the admin settings page (The ones with "Disallowed" modifications, are more important than enabling on/off any of the notifications type, so they have to be "On" rather the user choices. For me it makes totally sense.

It's also good to know that it's not only me that sees the "You've never told me that" issue.
