I didn't find any current information on how to make links clickable in the chat.
Can anyone guide me on how to do this.

Do you mean as if you are in Skype for example, and you open a message window, and can send a link ?
In the Moodle Chat activity, if you type a URL, it will convert this into a link automatically.

- In fact, if you know some basic HTML you can use it in your text to do things like insert images, play sounds or create different coloured and sized text.
So, just copy the URL from your browser (probably in a different tab or window) and then paste that into the Moodle Chat 
If it doesn't work, verify that it does work in a Forum post for example on your site.
If not, it's probably a Filter setting.
