You should really provide much more information, like : Moodle version, browser (version), your computer CPU/RAM, if you have lots of opened windows/tabs in your browser, how long exactly...

Is there something new on your Moodle server and/or you personnal computer, since some days?

Impossible to cut : can you be more precise? What did you do? What did you get?

Moodle Version: Moodle 3.8
Browser Version: Version 78.0.3904.108 (Official Build) (64-bit)
Operating System: Windows 10 & Android Mobile

We have 3 users[uploader1, uploader2 and uploader3 for upload content. all users have same problem including admin.
even same problem in mobile browser.

Thanks for these details, but your answer still lacks lots of (my) questions.

What are Moodle server, and user computer power and current charge (CPU/memory) ? If very charged, it can explain why javascript takes time to load.

And thanks to clearly describe your problems, perhaps with screenshots, clear needed times...
