Hi Susan,
I don't beelive that's the issue in Otaku's case (In a later comment he wrote about a possible cron job issue), but since he didn't mention the following, I'm writing to you just to be on the safe side:

Did you check the notification settings screen?
At the user level, it can be accessed via the preferences area of the user profile.
At the site level, the default notification preferences screen can be changed here: Site administration -> Messaging -> Notification settings
