I believe I have found the answer. Apparently, our Moodle site uses the term ''Site group'' for Cohort and you can add members to this group the same way as explained by Moodle for cohorts.
The role assignment shows that I have the necessary permissions to create cohorts, so I think I got lost in translation here.
