I found an overflow value in my custom CSS that suddenly broke the No Style layout option so that issue is on me. 
I don't know what's happening behind the scenes with the Marketing Blocks, I imagine a lot of leftovers from BCU Theme and Coventry. They were a bit of a PITA to setup and keep them looking decent on various displays. For example by default they don't maintain the same row height for the containers.
In our case we really just needed 4 blocks that were above the standard page content, essentially what the marketing block are doing for us without using the 'built in' styles. Simplifying makes sense to me.
