At the risk of being
too simplistic, if you want to manage your SCORMs on the filesystem,
then my suggestion to use the filesystem repository may be a good
solution. With the filesystem repository you can use sftp, rsync,
samba shares, filemounting etc etc to maintain the library of SCORM
packages. In fact, the repository administrators do not even have to
access Moodle to maintain the library and you can use folders or
additional ‘instances’ to maintain different libraries from
various sources. I could go on but to activate.

filesystem respository : Dashboard -> Site administration ->
Plugins -> Repositories -> Manage repositories
Configure it, you
have a choice to create a system wide repository or to allow course
managers to activate the repo course by course – whichever you
choose remember to ensure relative links are enabled.
Then when adding a
SCORM to a course, the file picker will display the repository to
select the SCORM:
