If Moodle does not show any reaction at all, then you must have uploaded the files to a wrong directory. Otherwise you would definitely be getting some feedback at least. What is the location (path) of the file block_quickmail.php on your server?
Also, what happens when you visit the Blocks section of the Administration page? Obviously Quickmail won't appear in the list of installed blocks, but is there any error message given?
