I have a weird situation.

Students can start new discussions in the announcements forum in a course (if they are in a group, but not if they are not in a group) even though they do not have the necessary permissions to do so.

Has anyone else run into this? Is it by design? I have scoured the web but was unable to find any information on this. Any help would be greatly appreciated!

Moodle version is 3.6.2+ (build 20190215)

If it's the announcements/news forum then the capability you want to look at is mod/forum:addnews
