Is there really a "perpetual" need? I mean we get rid of student submissions after 5 years as there's no need to look back at them (and the students have left) whilst grades go out to Student Records.
I'm not sure that Moodle is really suited to be a long-term storage / record keeping system, it's much more of an active space.
