For the first, not sure that is possible, well, I have never considered it but it may be possible. You may have to hack core code, but that is not a good idea.
As for the second part, much easier, change your theme or even create a new theme altogether. With the Boost theme and Bootstrap, you can do an awful lot more than you used to be able to, you can open some things hide others.
