While a class with 5k students is unusual, it's not unique. I was a bit concerned about how easy it was to 'break' the ad-hoc task based messaging.
It's easy with hindsight, but I wouldn't have created a system that generates one ad-hoc task per student, per message. That's a LOT of overhead just for sending some mail out.
And... despite the flexibility of Moodle's notification system MOST staff MOST of the time use forums as a proxy for bulk email.
