We would like to ask if there is a certain role similar to the manager role except it can't access the Quiz activity within courses and the Questions' question bank.

No, but you can easily make one.
First you can copy the Manager role to another, new role and give it a new name such as "Manager minus quizzes." Then from this role you need to set all the various capabilities for Quiz and Question from Allow to either Not set or to Prevent. (Not set should work unless the Manager is getting such permissions from some other role.)
The best way to find these capabilities is to use the Filter at the top of the role editing screen, and search for quiz and question, which will filter out most of the other capabilities and show you just the ones you need.
Attached is a screenshot of how one of these looks on the default Manager role.

I actually create a role based on manager and I removed everything related to quizzes/questions and it working great
