You will need to copy your Moodle code to your GoDaddy server via a method such as FTP or SCP. GoDaddy should be able to provide you with the details you need to do this. Make sure that the hosting you have from GoDaddy meets the minimum server requirements for your moodle version first!
The second problem is simply that Moodle cannot connect to your database server. Is your database server running? Can you connect to it from another client such as pgAdmin or MySQL Workbench? Are your database credentials correct in config.php?
