It worked. I set the activities completion as "Students can manually mark the activity as completed". Then under Course completion settings, the Completion requirements as "Course is complete when any of the conditions are met" and marked the activity under "Condition: Activity completion".
Once a user manually marked the activity as completed, I ran "Calculate regular completion data" task and finally purged the caches.
