Filter users for Bulk user actions -what does "Last modified" or "Never modified" mean?

I don't understand what "modified" means - does it mean changing something in their profile?  Changing courses? Or something else? What kind of users does it help find?

I'm using Moodle 3.3

I believe it mean when was their profile last modified
