Hi,
I can understand your concern, but I believe the problem is not how to get rid of the button, but how it got there in the first place !
Is it possible that there is a code edit on your site that places this button in some other locations ?
If that is the case, the code edit is spilling onto the forum reply page, which it shouldn't.
After all, a comment in a forum is just another forum post, so a link to the "comments report" seems entirely inappropriate here.
Is it possible there is a code edit provoking this ?
