Just read this and wondered if the problem you have may be because Theme Design Mode has been enabled in Site Administration > Appearance > Theme settings
If so then switch it off.
If that doesn’t work then it could well be WAMP conflicting with WINDOWS 10, that’s assuming you are using Windows 10?
