Thanks for raising this Elton. As a little bit of an aside, when I look at the stats for Moodle site registrations I see a large proportion of Spanish speaking countries. This is a chart I made up for a presentation recently, based on numbers in August 2019 at moodle.org/stats
Well those numbers do not match up at all with the installation of my plugins. Those are far and away dominated by English speaking countries. It is bound to be a number of things, like documentation. But yeah ... just thought I would mention it. It is quite interesting.
