Cannot delete Grade Me block

Hello all, is there any reason why I cannot delete any Grade Me blocks (as site admin) ? I have tried Boost and Boost Campus themes but I cannot see any "Delete..." options as below. Since I am removing would it be best to simply uninstall the plugin or will this cause issues on course pages?

Is it locked at site level? Go to Site admin > Plugins > Blocks > Manage blocks. You will see padlocks against each block, which toggles the ability to delete the blocks or not.

But deleting the plugin won’t adversely affect your course pages.
