One option would be to label the criterion in the rubric with the first number and then assign the point value to the second number. A first try at this looks like this in Moodle assignment:
It's a good solution for this case, unfortunately the rubric doesn't respect the 'grade to pass' setting.
For a rubric the grade to pass is always 5.5 and can not be adjusted

I will think on this and maybe find a solution.
In the meantime, have you tried setting the maximum grade for the example assignment to "2" in the edit settings menu for the assignment? The rubric does not set the max grade. In the example you give in MDL-66105, I think your assignment may have a max grade of 100 (or something else), in which case the rubric would see that the user got 75% of available points in the rubric and give the user 75% of the max grade set for the assignment.
