There is a setting in Moodle 3.6 for uploading many files from a new topic of the Announcements section of a course?
I see that it is set only to 1 file.
Instead there is a plugin for that?

There is a max setting for the forum module. Navigate to
Site administration / Plugins / Activity modules / Forum
And scroll down to "maximum number of attachments"
