I am new to Moodle 

I am receiving this error message

Fatal error: Cannot redeclare session_gc() in /home2/ecadfrank/public_html/moodle/lib/deprecatedlib.php on line 119


I really do not know where to start to fix this problem

Best guess is that you have an optional filter installed that is not compatible with your version of Moodle and your version of PHP.

If you can turn up Debugging to Developer level you should get a full trace that will show the source of the error.
