So in short I've gone and downloaded the Moodle Mobile application's APK file from Google Play Store, converted and unzipped the package and imported the project into Android Studios. From there I found that the display text is in-fact pulled from the mobile language packs and not the web service. There are currently 43 language packs available in the source code, as mentioned in the translation.moodle.org discussions.
