I can’t respond to the specific points other than to agree that it would be helpful to be able to reorder any of the fields on the user profile page and email signup pages, and control the access and visibility of some/all of those fields.

But saying that Joomla already has something similar is like saying that forks have tines so other cutlery like knives should have them too! Joomla is a CMS, Moodle is a VLE: different tools for different jobs.

But, there is a use for this, as some of the old legacy fields would be great to move them out the way and use more relevant ones in the right places.
