Transferring Moodle to new server "Can not read file, either file does not exist or there are permission problems"

Hi!

I'm trying to transfer Moodle to a new server but I'm getting a "Can not read file, either file does not exist or there are permission problems" 


Debugging is giving me the following errors:

Is this because of permission errors or files not existing?
