Non-Editing Tutor error/nopermission when assignment has no submission types

We run Moodle 3.4 and have noticed that an assignment with no submission types (e.g. files, Mahara or text input) causes non-editing tutors to receive a blank page, except for the normal navigation and top bar/menus. I.e. the assignment plugin has returned nothing.

If we add "&action=grading" to the end of the assignment URL the user receives a Moodle error "error/nopermission".

The user in question can "view/grade submissions" for other assignments on the same course that DO have submission types.

This leads us to believe there is potentially a bug as non-editing tutors should still be able to grade assignments.

Has anyone experienced this/confirm if this is by design or if we have stumbled across a role default permissions bug?

The assignment has no permission overrides.

What you describe does indeed sound like a bug, however I just tried and failed to reproduce it on a 3.7 site, so perhaps it has been fixed in more recent versions? You can try and see how it works on https://demo.moodle.net/.
