I need help with this error message that I am getting while installing Moodle for the first time.
I live in the Congo, Africa and I am testing moodle on xampp local server on windows 10. When I want to proceed with the full completion of Moodle, I get the error message below. Can you help me understand what it is ? And what should do? I tried to clear my browser cookies and history but I am still getting the same error.
