I see what you mean, I think the issue is those settings are trying to get the fields from the active theme, if that is not adaptable it is not going to work.
We have never noticed this as we have the theme active during testing, even if you can save the settings you cannot view them unless you switch to adaptable.
There are two ways to do this in testing, one is to enable user selected themes which allows individual users to choose different themes, then you can choose adaptable whilst leaving the site default unchanged.
What we prefer is to enable the core Moodle theme setting "Allow theme changes in the URL" (search your admin settings for allowthemechangeonurl). If you enable that setting you can switch themes by adding a url parameter "theme=boost" or "theme=adaptable".
Thus you can leave your existing theme as the default but during your own testing switch to adaptable which allows you to set the theme up before making it the site default.
