Now that the dashboard has been injected with a massive dose of awesomeness, I was looking at my dashboard on moodle.org hoping to customise it. However the "Customise this page" button is not there...

I'm not sure why the Manage Dashboard blocks capability was not allowed for the authenticated user role, however it is now! Have fun!
Please see the documentation Dashboard for how to make the 'Customise this page' button disappear on your own site. Another option mentioned in the docs is to restrict the type of blocks that users can add.
Thanks Helen for getting that capability back. On my bicycle ride home, I guessed it might be a capability. Having never had the need to limit it though, I didn't even think about it.
