Under git and updating or upgrading site, git will acquire only core code. So you won't be prompted to update additional plugins. Additonal plugins can be updated via site: admin/plugins.php?updatesonly=0&contribonly=1
Many times an additional plugin update might include only version info ... like:
Current version New version Requires
2019033036 2019053038 Moodle 2010112400
and there has been no major change to DB or settings.
Check your site for plugins - Additional to see what it says. Those can be updated individually.
I have developed a couple of local's that don't 'register' with Moodle system, don't show in Site Admin menu nor menus anywhere and they have minimal version info ... never requires updates. BTW, not 'bragging' ... really just too lazy to develop them to true plugins.
Having said that, did see in a 3.7.x that it did run through and set new defaults for all plugins ... which is different than older versions ... improvement IMHO!
Your plugins should show when Notifications run and a prompt there for 'there are additional plugins need attention' ... but only if you have updated them, me thinks! Am sure Howard will correct if I am in-correct about any of above.
