I don't think this workflow is directly supported but it's possible to achieve this by configuring the quiz with Attempts allowed set to 1 then after grading add an override for that student incrementing the attempts allowed. It's a bit clunky as it's an extra step on grading, and you have to remember the student name when going to the override page in order to look them up.
