Best way to set up course

Hi all

I have experience working at 2 registered training organisations in Australia. One institute set up their courses with the individual units as individual courses metalinked to a course page. I was told this offers better tracking and flexibility. I didn't really think too much of it until one day the integration with Jobready broke down and I was tasked with doing student extensions. Thus, I had to go into each individual unit(course) and extend it manually which was a pain. Some diplomas had 16 units so going through each unit took time. 

My current RTO has the courses set up using tiles so all units are contained in the one course. I was just wondering what is the better setup, each unit as its own course or putting all the units into the one course? Are their any real advantages doing one way over another? I would like to hear from any other moodle admin people in the RTO sector or TAFE and what has been their experience.
