SMTP connect() failed for Oauth 2 authentication

The users are not able to get confirmation mails from Moodle after Oauth 2 authentication. Please have a look at the outlook settings which I have used and I think those are correct. 

Please help me in knowing how can I debug this error. In the UI live logs, we have smtp connect() failed.

This is not really a Teaching with Moodle question, but rather a General one at best. I'd recommend moving this question to that discussion.
