Can I access the Mahara app via moodle app, so the user needs to log-in only in moodle app?
If not possible then should I need to develop another Moodle app to implement the same functionality.

you will have to develop your custom app for that and integrate with the Mahara one (if they allow SSO via deep linking or custom URL schemes)
