I am trying to find a functionality that when i publish something new on a course, all the enrolled users will get an email notification.
Eg new Quiz, or new Page, or new File etc etc
Any ideas?
I am using latest moodle version

I don't know if that's exactly what you both want, but maybe you should check the "Event Monitoring" feature:

And there is also the "Resource notification" plugin, that does NOT gives you what you want, but at least gives the teacher an option to MANUALLY but quickly update the students about new resources in the course:
