Unable to upload any file larger them 1 MB

I have downloaded and installed the latest version in ubuntu. I spent significant time in the pnp.ini file making sure that I could upload large files following all the recommendations found online and in the help forums. I also drilled through the Admin areas within moodle and all the size limits are well above 1MB. My webserver is Nginx. 


A file that is .98 MB will instantly upload. A file that is 1.1 MB will just show a never ending swiriling circle. This is identical if its personal files or uploading/restoring a course. 


Very frustrated. 

Any ideas?

Here is the documentation: https://docs.moodle.org/en/File_upload_size. It could be the generic (Apache) part or specific to Nginx. There are two notes on Nginx there.

Obvious thing: Web server needs restart after config change.

You should check the effect on > Site administration > Security > Site security settings > Maximum uploaded file size.
