Logged in as admin to moodle.
Turned on new policy tool
Created a site policy
Enabled Policy -> Updated 250K users set policyagreed to 0
Moodle page did not complete

I did not ask another user to connect to see if it was just my computer.
I was unable to navigate to any page. I started another browser and tried to access main page. No luck.
I was able to purge cache from command line
I stopped and started Apache still unable to connect. (do not want to do this in production)
I looked at Redis-cli - session lock file repeating over and over.
I changed session from Redis to DB in config.php then logged in again. Then returned to Redis session.
Has anyone seen this issue? Is there some way to clear lock in Redis so as to avoid the session storage change? If it was only my user, I did not think to clear browser cache and cookies etc and start again.
Suggestions and comments appreciated.
