Hi, I'm trying to convert a course from D2L to Moodle. I have exported the content from D2L but am struggling to upload into Moodle. I have instructions to use the Course Converter block in Moodle, but cannot find it!

Where may I find the Course Converter?

I have no idea about "Course Converter," but maybe others will.

What I have found is that one is always better off creating courses in the newer LMS from scratch.  Sure, some LMSs will claim that they can convert.  But seldom are the results acceptable.  This is because LMSs are different, with different features and formats.  This is probably not what you want to hear.  Sorry.

I doubt there's an off the shelf tool for this, to be honest. I agree to some extent with Rick that it normally pays to rebuild a course from scratch in your new LMS, as you'll come across new features or workflows that influence your course's design.

If D2L allows for a IMS Common Cartridge export, there may be an option to use Moodle's restore options. 

Also, if your transition from D2L to Moodle is being facilitated by a Moodle Partner or similar specialist, there may be a plugin installed in the target Moodle instance that's not open source, but rather a bespoke plugin. Check with your administrator if that's the case.
