Dear concerned,
Please advise on how to link competencies from one course to another (and from a framework to another).
It’s more like a chain of conditions upon the student builds up his learning path.

That functionality does not exist in Moodle core. The current UI does not allow competencies to move between frameworks. You can have multiple courses linked to the same competency, but you cannot link one competency to another unless it has the parent-child relationship within the same framework. IMHO the parent-child did not provide the functionality I expected in my testing,
The competency and Learning Plan template frameworks section of the UI needs to be rebuilt using the course catalog model.
