I think the thing you're looking at is actually not a section, but a 'card' or 'block' container that normally contains a site / category / course name, plus the cogwheel icon opening the contextual management menu.
Removing it would seriously break the theme and the way Moodle works, so I'd recommend keeping it. In any case, it's more a Themes question than a general one, so it may have to be moved to the appropriate forum, so you can ask the Fordson developers directly.
