Edited: Anyway, only teachers should be able to access to that directory, I think (because of some explicit protection of all the backupdata dirs in code). I've tried it against some servers and always I get one "You must me teacher" error.
You can configure scheduled backups to be sent to any folder in your disk by specifying it in the Admin/Scheduled Backup page. Obviously such directory must exist and be writeable by apache (but can be completely apart from any moodle directoy and outside your web space).
