IIRC, your title was "Moodle 3.6" which isn't as descriptive as it might be.
You should be able to grade any number you like so this sounds like an issue with Scales. I can't think how upgrading would have made any difference.

You can change this in the grading section of each Activity's settings. You can choose between 'Point' (e.g. a percentage) and scales. Note that if any grading has already been performed it is usually not possible to change the grading setting.
